Edge of care and family preservation interventions

Systematic review protocol

Edge of care and family preservation interventions

Summary

This protocol summarises plans for a systematic review of edge of care and family preservation interventions.

Who, what, why and how?

Entry into care is associated with poorer long-term outcomes for many children, substantial and rising costs for local authorities, and profound impacts on family life. The evidence base on effective edge of care interventions, whiles expanding, remains limited in scope and quality.

We have commissioned the Centre for Evidence and Implementation to carry out a mixed-methods systematic review to examine which interventions are effective in preventing care entry for children and young people at imminent risk of entering care and their parents/families.

The review will also examine for whom interventions are most effective, which practice elements are associated with success, and the barriers and enablers to implementation, alongside the views of children and young people, parents and carers, and practitioners on acceptability and usefulness.

The review aims to inform the development of a Practice Guide that can support more effective and equitable edge of care provision.

The review will systematically search bibliographic databases, grey literature sources, reference lists, and key websites to identify relevant studies published from 2000 onwards.

Research Questions

RQ1 – What works: Which interventions for children and young people at imminent risk of entering care, and their parents/families, are effective in preventing care entry, and what are their effects on other parent-, family-, and child-level outcomes?

RQ2 – For whom: Which interventions (and models) are effective for different populations of children and young people at imminent risk of entering care and their parents/families?

RQ3 – How and why: What practice elements and intervention components are associated with effective edge of care interventions?

RQ4 – Implementation: What are the enablers and barriers to effective implementation of edge of care interventions in preventing care entry for children at imminent risk of entering care and their parents/families?

RQ5 – User perspectives: What are the views of intervention users (perspectives of children, young people, and parents/families) and practitioners about the acceptability and usefulness of edge of care interventions?

Evidence ratings:

Rated 2: Has preliminary evidence of improving a child outcome from a quantitative impact study, but there is not yet evidence of causal impact.

Rated 2+: Meets the level 2 rating and the best available evidence is based on a study which is more rigorous than a level 2 standard but does not meet the level 3 standard.

Rated 3: Has evidence of a short-term positive impact from at least one rigorous study.

Rated 3+: Meets the level 3 rating and has evidence from other studies with a comparison group at level 2 or higher.

Rated 4: Has evidence of a long-term positive impact through at least two rigorous studies.

Rated 4+: Meets the level 4 rating and has at least a third study contributing to the Level 4 rating, with at least one of the studies conducted independently of the intervention provider.

Rating has a *: The evidence base includes mixed findings i.e., studies suggesting positive impact alongside studies, which on balance, indicate no effect or negative impact.
