Strengthening the evaluation capacity of By and For organisations: Domestic abuse workforce programmes

Summary

Foundations is inviting expressions of interest from By and For organisations who deliver domestic abuse workforce development programmes, and would like to strengthen their evaluation skills.

Minoritised children and families are disproportionately involved in children’s social care, yet they remain significantly underrepresented in programme evaluations and research. Survivors from minoritised ethnic backgrounds continue to face poorer access to effective support, while many professionals lack the skills, confidence, and cultural competence needed to respond safely and appropriately.

Our scoping exercise — involving Experts by Experience, sector leaders, policy specialists, a review of existing evidence, and a national mapping of domestic abuse workforce programmes — revealed substantial gaps in practitioners’ capacity to support children, young people, and families from minoritised ethnic backgrounds. These gaps risk reinforcing existing inequalities and highlight the urgent need for high‑quality, targeted workforce development.

By‑and‑For organisations are uniquely positioned to address these needs, yet their contributions are often overlooked. Structural barriers, including limited evaluation capacity and the visibilty of larger mainstream providers, mean their impact is under‑documented. As a result, robust evidence on what works for minoritised families affected by domestic abuse remains limited.

Foundations is committed to addressing this gap by supporting By and For Organisations to strengthen their evaluation practice, elevate their expertise, and drive more equitable, effective responses across the workforce.

We recognise that the application process requires a meaningful investment of time and resource. To support with this, we have implemented a three-stage process:

  1. Submitting an EOI – Our intention with this stage is to reduce burden on applicants.
  2. Full application – by invitation from the EOI stage.
  3. Interview and selection stage – shortlisted applicants will be invited to interview.

This funding call is open to By and For organisations only, who have a track record of delivering a domestic abuse workforce programme, particularly focused on the experiences and targeted support required by children, young people and families from minoritised ethinc groups.

Foundations is seeking to partner with organisations that can demonstrate a strong commitment to engaging fully in the programme’s capacity building activities and a genuine willingness to strengthen their evaluation practice.

We will be hosting a series of webinars for any interested applicants to learn more about this funding opportunity. The sessions will provide a short overview of the aims of the call, the application process, what we’re looking for, and offer a chance to ask questions.

Cost ratings:

Evidence ratings:

Rated 2: Has preliminary evidence of improving a child outcome from a quantitative impact study, but there is not yet evidence of causal impact.

Rated 2+: Meets the level 2 rating and the best available evidence is based on a study which is more rigorous than a level 2 standard but does not meet the level 3 standard.

Rated 3: Has evidence of a short-term positive impact from at least one rigorous study.

Rated 3+: Meets the level 3 rating and has evidence from other studies with a comparison group at level 2 or higher.

Rated 4: Has evidence of a long-term positive impact through at least two rigorous studies.

Rated 4+: Meets the level 4 rating and has at least a third study contributing to the Level 4 rating, with at least one of the studies conducted independently of the intervention provider.

Rating has a *: The evidence base includes mixed findings i.e., studies suggesting positive impact alongside studies, which on balance, indicate no effect or negative impact.
