This protocol summarises the project plan to develop Foundations’ Outcomes Framework and Measures Database to ensure that our programme of work is focused on the most important outcomes for vulnerable children.
Foundations is developing a new Outcomes Framework and Measures Database to ensure that our programme of work is focused on the most important outcomes for vulnerable children and young people, and to ensure that our impact evaluations measure positive change within each of our five priority areas in our 2023-2027 organisational strategy.
We have commissioned a consortium comprising Oxford MeasurEd, The Brilliant Club, and the Association for Young People’s Health to complete this project. They will develop the new Outcomes Framework and Measures Database based on Foundations’ strategy and priorities, Foundations’ stakeholders’ professional expertise, lessons learnt from other outcome frameworks, and the wider evidence base on outcomes for vulnerable children and young people.
They will review literature on relevant frameworks and systematic reviews related to relevant child outcomes, develop a longlist of outcomes. These outcomes will then be prioritised, finalised and organised into a shortlist of outcomes via internal and external stakeholder consultation.
The consortium will then review the literature to identify and appraise relevant measures for each of the key outcomes set out in the Outcomes Framework.

The aim of this work package is to build an Outcomes Framework that identifies key primary and secondary outcomes for vulnerable children and young people. The Framework will be aligned with Foundations’ new strategy and supported by our primary stakeholders.
The purpose of this part of the project is to develop a database of robust and user-friendly measures of the key outcomes set out in the Outcomes Framework. This database will include information about each measures’ reliability and validity with differing populations, as well as its feasibility for measuring change within vulnerable populations.
We hope that with a new Outcomes Framework and Measures Database, we can work with our commissioned evaluators and services in the sector to continue building the evidence base on what works in strengthening services so that children have the family or other close relationships that they need to thrive.

Rated 2: Has preliminary evidence of improving a child outcome from a quantitative impact study, but there is not yet evidence of causal impact.
Rated 2+: Meets the level 2 rating and the best available evidence is based on a study which is more rigorous than a level 2 standard but does not meet the level 3 standard.
Rated 3: Has evidence of a short-term positive impact from at least one rigorous study.
Rated 3+: Meets the level 3 rating and has evidence from other studies with a comparison group at level 2 or higher.
Rated 4: Has evidence of a long-term positive impact through at least two rigorous studies.
Rated 4+: Meets the level 4 rating and has at least a third study contributing to the Level 4 rating, with at least one of the studies conducted independently of the intervention provider.
Rating has a *: The evidence base includes mixed findings i.e., studies suggesting positive impact alongside studies, which on balance, indicate no effect or negative impact.
